In certain cases the shipper needs a pre-shipment survey in order to determine the condition of the cargo at the moment of loading into the vessel. That would support you if any claims would arise and would protect you if any damage occurred to the cargo during transit or discharge at the destination port. This is type of surveys are very common on steel cargoes and perishable goods among others.
